1) 7 days in quarantine. 2) Yes, everyone needs it. You can apply for it now, it hasn't disappeared.

 if you have already applied for your Thai Pass. If you haven't then you have to either quarantine or do the Phuket sandbox for 7 days.

Go to the immigration office where you are when you want to renew it, pay 1,900 baht and get another 30 days.

Probably better off asking on an Australian visa group but at a guess she'd probably need a dependent visa. Also, speak to your employer as they may also provide support.
