not on a volunteer visa you haven't transferred for work.

If your income is Germany source income and paid to you in Germany then it's taxable in Germany regardless of your tax residency status there. This concept applies pretty much worldwide.

you can extend the 60 day tourist visa for an extra 30 day yes. Just go to the immigration office which serves the area you're staying in at the time, cough up 1,900 baht each and they'll give you the extension.
