You would make your life easier by exiting to a nearby country and applying for a 90 day Non-O visa there using funds in your home bank. Once you have the visa return to Thailand, go to immigration and get a residence certificate, then go to a bank and open an account. Transfer in a minimum of 800k baht as soon as you can as it needs to be in place for 2 full calendar months before applying for the 12 months extension of stay. Much better doing it yourself than using an agent that can lead to issues down the line

Since you can't apply for the DTV in Thailand you don't need any information relating to Thailand except permission from an employer to work there if that's the reason you apply. The Hanoi consulate serves a specific area in Vietnam so anywhere in the area would be fine

It's not strictly legal to work remotely from Thailand on a tourist entry, people do it but they keep it quiet. The DTV is one of only 2 visas that allow you to do so legally

I fail to see how you can spend 10-11 months inside Thailand every rolling 12 month period and avoid being a Thai tax resident. If you spend 180 days or more inside Thailand in any calendar year you are automatically a tax resident. So if you spend 358 consecutive days in Thailand straddling 2 years (179×2), you would then have to remain outside of Thailand for the remainder of that 2nd year which would be 186 days.
