Email the Thai veterinary authorities, they will give you a list of requirements and prepare the import license. Use the email address corresponding with your port of entry into the Kingdom.

Similar experience having a Dutch and Russian passport, when I travel between the two countries I show my NL passport in NL and RU passport in RU, get the comment ‘oh but you don’t have a Dutch/Russian visa’ and then show them the other passport. I never travel anywhere else with the Russian one though, because from what I understand if I get in trouble I will only get consular assistance from the country whose passport I used to enter.
So in your case, if you use your Thai passport to enter Laos, you’d have to ask the Thai embassy for help if anything happens.
Omg I didn’t know this… so what things do you need the RC for? (I’m waiting for my visa to come through and wanting to open a bank account, get a car and motorbike license, buy a car, transfer my motorbike to my name… what else would I need a RC for?)
Can I ask for all these RC’s at once at immigration?
What do you mean ‘they prefer work category instead of soft power’? The soft power makes you eligible, regardless of preferences of consulate/embassy staff, no? (If you have the correct paperwork of course)
