Not me but a friend, didn’t wait for their visa (HCMC) and reentered TH on 60-day visa exempt on 7/12, received the visa on 11/12. Today they did a border run at Ranong/Kawthoung and it went without any issues.

TLDR : Answer Summary
A user shared that a friend re-entered Thailand on a 60-day visa exemption while awaiting their visa approval from Ho Chi Minh City (HCMC). After entering on 7/12, they received their visa approval on 11/12 and successfully completed a border run on the Thailand-Myanmar border at Ranong. One commenter inquired about the process of getting the visa stamp if the individual was not in HCMC when the visa was approved.

How does that work then? What happens when they get approved and then need to get the stamp in their passport and they aren't in the HCM as in this case?

I'm there now waiting for mine, would like to not be here waiting too long.
