Correct, in CM only need TM30, a photo and 60thb for a residency certificate. Can even be done on a visa-exempt stamp.

The financials seems to be the most troublesome issue from many reports. Not just in Laos but other places too. If you don't mind could you elaborate what exactly was the issue - i.e. what was the initial set of documents you've tried to use and what did you need the tablet for? Did they ask you to log into your online banking to prove you have money you claim you have?
