If it's just a 90-day report you can go anytime 2 weeks before or 1 week after. But try to avoid the week after Songkran when it will be extra busy. Mondays and Fridays are also best avoided.

It's a 30-day visa exempt entry, technically not a tourist visa, but yes it can be extended 1 time 30 days at any immigration office for 1900 baht.

Chang Puak bus station (just outside the north city wall) is for buses within the province, particularly the Chiang Dao, Fang, Thaton route. Anything outside the province leaves from Arcade.

"What do you mean by "3 month visa"? Tourist visa, for example, gets you in for 60 days, which can be extended 30 days more.
