TLDR : Answer Summary
Aussies entering Thailand from Luang Prabang at the Chiang Khong land border receive a 30-day visa exempt stamp, not a visa on arrival. This visa exempt entry can be utilized twice per calendar year. There was a change in rules on December 31, 2016, which extended the entry duration from 14 days to 30 days.

Changed back to 30 day visa exempt entries by land on Dec 31, 2016 ;) BUT that's also the date they put a limit of TWO 30 day visa exempt entries by land in a year.

It's 30 days each entry, not 14 and allowed twice a year.

Plus only 2 such visa exempt entries via land borders per calendar year.

You get 30 days as an Aussie citizen, its a visa exempt stamp, not a visa on arrival
