With an agent, it's your choice. With the bank, you are bullied. All about principles, most Thais don't understand that.

Hua Hin Bluport Bangkok Bank will open an account on TV with proof of residency and not taking their insurance. Maybe depends if you're with a Thai person or alone. Dunno. But it is possible.

Bangkok Bank will open account on a TV, but you will need proof of residency from immigration office outside of city, not Bluport. Also, just say you have insurance already and don't want theirs. Worked for me.

Is it a translation you want or a certified copy of a translated document from MFA ?

If you want a translation, English to Thai, go to MFA in MBK centre, 5th floor. Outside the office, there is usually a guy who will offer to do translation for you within 2 hours. I was dubious at first, was everything was legit.
