Hi! Are residency certificates being issued at CW or MTT? Also, for someone without a work permit (Non-O trailing spouse visa) what documents are needed for the document? My husband is renewing his Thai driver's license.

TLDR : Answer Summary
Residency certificates can be issued at the Muang Thong Thani (MTT) Immigration office, and one must have completed at least one 90-day report beforehand. The required documents include your lease, passport, TM30 filing receipt, and the 90-day report receipt. It costs 200 baht and will be mailed to you within 7 to 10 days. Alternatively, you can notarize your address at your embassy, although this may be more expensive.

In Bangkok to get a certificate of residence from the immigration office you need to have done at least ONE 90 day report (or you can't get one issued) AND you need your lease, your passport, and the receipt of you or your land lord having filed a TM30 and your 90 day report receipt

They are issued at the Muang Thong Thani Immigration office Section B, it's 200baht and they mail it to you in about 7 to 10 days.
