Is there anyone who recently went to BKK Immigration Office to apply/get the residence certificate, and can share the requirements please? Is it still possible for just bringing the TM30 , then can get the residence certificate?
Thank you.

TLDR : Answer Summary
To obtain a residence certificate at the BKK Immigration Office, applicants must have filed at least one 90-day report. Individuals on visa types that do not require 90-day reports, such as tourist or multiple entry visas, are not eligible for the residence certificate, regardless of the paperwork provided.

The biggest thing for Bangkok is you must have filed at least one 90 day report before you're eligible for a residence certificate. So if you have not filed a 90 day report yet, no amount of paperwork will you get one.
And if you're on a stay that does not require 90 day reports like a tourist visa or a multiple entry visa, you also cannot get one because you don't file 90 day reports.
Thanks for that, I am in Pattaya, and I did get a residency certificate which i need for my driving license and I had not done my first 90 report! I can see that there is different requirement around the country! I will not be doing much more BS until I have done my first 90 report which for me is 1st july!
no idea if you need extension of stay for Pattaya. In Phuket you need nothing other than a filed TM30 and copies of passport and a photo. Quite probably the same there.
