In Bangkok you can get a residence certificate from the immigration office ONLY if you are on an extension of stay that does 90 day reporting. If you are on that type of extension and in Bangkok they charge 200 baht and mail the certificate to you in 2 weeks.
If you're not you can get one from your consulate only.
In other areas the immigration office is not so hard core about issuing them.
