At the ATM get you e.g 4900 Baht, then you have at least small change to start with. And when you go to the supermaket, give them the 1K Note for your groceries.

The problem isn't new, though.

You can go to Immigration and get a late registration of your stay there, even if your landlord doesn't want to go himself. However he has to sign and stamp the form to registere you at that place. Late registration is 800 Baht and if you are lucky, your landlord will re-emburse you, else it's on you. Then you can apply for a residence certification like you need for the car (or motorcycle) to buy.

This is "normal" since several years. The first time immigration wants all 10 fingers taken, afterwards only both thumbs.
