The government doesn't make any money for the pre departure but they do for arrival and day 5. They won't give this up for a while until they have milked the system dry.

Don't hold your breath about 2nd pcr being refunded. They are not obliged to do so. Thai government said that.

The rumours are that you won't need a TP in 60 days time. They are working on something new and different.
