I would exercise caution before filing a complaint. The consulate has full authority to reject applications, with or without a reason. Any complaint that causes a scene can be detrimental to future applications.
I agree with this. Consulate officers reserve the right to reject applications with or without a reason. I was rejected without reason, but simply reapplied to a different consulate and got approved.

idiots, really. There's reports some old guys in Pattaya are in trouble after failing to satisfy requirements when they also attempted to do an extension.
I've said this before and I'll say it again: only a complete moron would attempt to do an extension of the DTV. It blows my mind you would take so many trips to the immigration, spend so much time on paperwork, when in that times you could gone to Cambodia or Malaysia or wherever and be back with a fresh-no-questions-asked 180 stay stamp!
If $300 is too much for you then perhaps the whole DTV may not be for you. I had my first application cancelled in August but I simply reapplied without hesitation to another consulate and was approved.
