Immigration might ask you to show 20.000,- THB in cash or in any other currency. Visa or no visa depens on how long you want to stay in Thailand.

Try to open the account near your home. Many branches will send you to your home branch for the letter, as my did on Pattaya Nua.

 they charged me 200.- thb extra for a pic, at BKK. Standard for re-entry was 1000. - thb.

It's 300thb at your immigration. Bring your passport, your rental agreement, copy housebook and copy ID of landlord. Make sure your landlord has registered you before.

Is it normal for an Airbnb host in Pattaya to ask for my passport for immigration purposes?

 If your host has a Hotel license, it would be legal, but Riviera Jomtien isn't a Hotel.

For 2 nights I would book some Hotel on Agoda.
