You will need to schedule an appointment online to do this. Schedule the appointment on the American Embassy website in Thailand.

 not true. He can get the affirmation affadavit at the American Embassy and/or Counsulate in Thailand All it is, is a statement from him sworn to the Embassy official, that he is single and free to get married. I know because that is what I did.

There is no 90 day Tourist Visa. You can apply for a 60 day tourist Visa in the US and then apply for a 30 day extension when you arrive in Thailand.
