Emirates airlines they have full flexible tickets with full refunds, i booked directly with the official airline website and after approval i canceled it and my money back in 5 days !!
believe it or not i applied from my home country in Dubai and one of the things i uploaded is a selfi for me and my bank statement in the local bank and i got approved without interview
i applied in the thai embassy in Dubai and they said they want ( round flight tickets only ) fully paid directly with the airline with prof of payment !! even tourists agencies booking NOT acceptable
