Since the embassies and consulates outside Thailand are effectively Thai territory, all public holidays apply there just as they do in Thailand itself

In my case, it's true. In the Chiang Mai region it just doesn't work anymore. They want to see a Thai ID card.

Unfortunately, this doesn't work everywhere. They usually want a Thai ID card these days. A driver's license is no longer sufficient. You just got lucky.
