That's not the Visa you need 800k for. That's not even a Visa, it's the annual extension of a Non O for retirement. I believe you still have to show proof of at least
Convert your TR visa to a 90 days Non O based on being the spouse of a Thai citizen (or go back to home country and get one from scratch from Thai embassy)
Open a bank account with a balance of at least 400k baht and wait at least two months.
Two months and one day later, go to immigration and apply for an extension of stay of one year (some paperwork needed).
Repeat last step every year (can apply for the annual extension starting 45 days before it's due)
Don't forget to do the 90 days report between every extension.

Before you are pronounced married you will have to go through an interview where they want to know anything about your relationship, where you met and so on. When I went to marry my wife at amphur, another couple got denied, they were together for about one year.
That depends on the province you're staying. Some do require a new report anytime you are back from another province, some other just require a new report when you are back from abroad. Some other (eg Samut Prakan) don't even require a new report at all if you haven't changed your residence address (ie you come back from abroad, just walk to IO with the old TM30 slip and they will just put a confirmation stamp).
