Sorry to hear this I assume you are applying for a UK visitor visa. It will likely to be down to what evidence was uploaded and how the case was presented. I think you can apply again in 6 months. If I were you I would do the application myself and get any advice you can on what evidence is needed and which section to upload it into. Perhaps the agent has not done their job adequately.
Fill in the on line application form and upload all the evidence on line. Be thorough, follow all the guidance and do not hit submit until you are sure it is complete as once submitted you cannot add anything else. The good news is you can save and update it as many times as you like before you submit it. You could pay an agent to help but in the end you will still have to collate all the evidence to upload. I did mine myself it was hard work but went through ok both times.
I only send occasional transfers and when I compare like for like the transfer fee is much lower on wu though the exchange rate is also a little lower. The difference to me is not worth worrying about.

Do not hit submit until you have checked and double checked the application is complete. Remember she is the applicant. You would be the sponsor. As sponsor you are allowed to help with the application.
Since to go through Dublin you would need to travel through UK and rely on the short stay visa waiver to get you through Dublin it would be far simpler to fly into Belfast through either Manchester or Heathrow I would have thought. Through Heathrow she could fly into there direct on Thai Air then on to Belfast maybe on a budget flight. But it's your choice at the end of the day.
Make very sure the expiry date is 10 years from the issue date. Some passports show an expiry date longer than 10 years based on the expiry of the previous passport if the current passport was issued early. So check the Issue date in the passport was 16 June 2014. If it was before that he can be denied boarding.
