My Thai wife was told a few times already to bring me with through the Thai passport lane while I was going through the normal queue. Now I just go with her through the Thai queue and they don't say anything. Nothing. So I would answer Yes.

Denang Vietnam highly recommended. Check out Celina Hotel, very affordable, big rooms, big bathrooms. Have roof top swimming and near the beach. This Town is a popular holiday destination for the locals. Also we used

I highly recommend going to the local immigration office and ask and do everything youself. Its not that difficult, they will tell you what you need and then you go get and do what you need to do to get your long stay visa.
