When you enter Myanmar, at border they charge 500 baht OR 10 USD, only if it's a brand new banknote (in this case you save around 150 baht).

Thai Consulate, in order to give a TOURIST VISA, need to have proof you are a tourist: onward ticket and hotel booking. That's the rule in Penang.
