TLDR : Answer Summary
Yes, Israeli citizens are eligible for a 30-day extension at local immigration offices in Thailand. They can receive a 30-day Visa Exempt Stamp and may extend it once for an additional 30 days at Immigration. Additionally, those with a Tourist Visa, which allows a 60-day stay, can also extend their stay by 30 days.

They are eligible to the 30 day Visa Exempt Stamp, so yes they can extend their entry once with 30 days at Immigration. Also the 60 days Admitted to Stay period gotten with a Tourist Visa can be Extended once with 30 days.

Yes, bilateral agreement (visa waive, not visa exempt) but 30 days

As far as I know, Russians are permitted to stay up to 30 days (Bilateral Agreement).

Sorry, it is 30 days on the bilateral agreement. Made a mistake in typing.

Wrong, Robert. They have 30 days for sure. And yes, when they ask to extend, the extension is denied and can get only 7 day extension deny
Robert *******
And the 7 day you get at Immigration is not an extension of stay. It is actually application not approved, you get 7 days to leave the country.

Nope, Russia has a bilateral agreement and they get 30 days of stay. See the list:
I was not sure because, for example, also Russians are eligible for 30 day visa exempt stamp BUT they can extend their stay only by 7 days at local Immigration
