Hello everybody! Indian citizen arrived with visa on arrival, can extend his visa by 7 days at Immigration?

as a rule they cannot, but I have seen them get a 7 day extension (the extension denied stamp) for 1900baht when they prove they're leaving in a week.

You 'might' be able to, but I would imagine they're gonna wanna see proof that you're leaving during that time too.
