Yes. It is the only consulate/embassy around that gives METV even to non residents!

But i would double check with the Embassy first, asking which proofs they need etc.

Within 7 days of late they don't give any fine. You should be safe, unless they count 23rd as day 1...

Yes. Since January 1st, 2017.

But you are allowed to enter by land no more than two times per calendar year

Don't get confused between what a Consulate wants you to show as financial proof when issuing your visa (every Consulate or Embassy can have different rules)

with financial proof of 20,000 baht by cash that Immigration check officers can ask you at Airports or Land Borders when you enter the Country.
