TLDR : Answer Summary
The question asks whether a bank statement is required for a Thai tourist visa in Phnom Penh or if showing 20,000 Thai baht in cash suffices. Comments clarify that different consulates may have varying requirements, with some suggesting that $1,000 might be necessary instead of just cash.

Yes, I have $1000.

Don't get confused between what a Consulate wants you to show as financial proof when issuing your visa (every Consulate or Embassy can have different rules)

with financial proof of 20,000 baht by cash that Immigration check officers can ask you at Airports or Land Borders when you enter the Country.

According their website you need proof of $1000, 20K Thai bath will not be enough.
