Can I apply for a NON B visa while currently holding a NON ED visa in Thailand?

There's no reason why the company cannot prepare the documents in preparation to be submitted to immigration when you have cancelled your Edvisa.

I would be wary about what the company has said to you. They may not know about immigration regulations which is a big problem for you....

Why Did My Non-B Visa Extension Get Shortened to 9 Months Instead of 12?

....it's the expiry date of the Krusupa teachers licence/waiver for my colleague and I that reduced the extension of stay....need to apply again for new extension of stay when the new Krusupa teachers licence/waiver is issued next year..

Out of interest the work permits were issued for 12 months from today until end of September 2019....

Yes our contracts are 12 months ....... they're renewed every year at our college.....so finish dates are 30th September 2019....
