What is the process for converting a Thai retirement visa to a non-B visa for teaching?

Hi ...tried to search for data but cannot find.

Can anyone tell me the process of converting a retirement visa (gentleman not married or has no Thai children) who wants to join our college to teach full time and therefore must have a non b visa and a work permit.

We are in Rayong and immigration says he must get a work permit first but the Ministry of Labour says he must get the visa first.

Any clarity from wise heads here would be helpful. Thank you...

IF I had to guess I'd say

he'd have to go in, cancel his extension of stay based on retirement (because that is why he can't apply for a work permit) then apply for a 60 day unable to travel due to covid extension,

THEN

once he gets the extension stamp from that (not the under consideration stamp) he'd go apply for the work permit at the MOL, and then he'd go back to immigration and apply for the in country Non-B visa.

He'd need to "break the chain" from the retirement extension to both get the work permit from the MOL and apply for an in country Non-B visa (because you can't get a Non-B visa from a retirement extension.

I'm just guessing on how it would work, because pre-covid-shit-show he'd have to leave the country and BUY a Non-B from a thai consulate somewhere else

I think that is going to be between the employer, the person on the extension, the immigration office they use, and the MOL.
