Initial non O from outside Thailand is a foreign affairs decission. Not based on any income letter and with different rules from that Thai embassy. Extention is a immigration decission.

He might have entered Thailand with a 90 days Non O from his coutries Thai Embassy. No mentioning of he got the Non O in Thailand.

I fly KLM , Etihad, Emirates, Eva etc. Non of the top class airlines i can overweight 5kg for free.
