If you apply before 24 May then you may be given it yes. It's at the immigration officer's discretion.

 said you can only enter as part of a tour group. With regards to re-entering Thailand, you'd need to meet all of the entry requirements in place including getting a Thai Pass.

 if your friend has all the documents already then just go to the Thai Embassy and submit them. No need to use an agent for that.
