Is tourist visa on arrival open for Indian Citizen?

If yes, what are other requirements considering post COVID -19 situation.

Yes. 2,000 baht on arrival. You get stamped for 15 days. You arrival is day one. You cannot extend a VOA.

If you require longer in the country you’d need to buy a tourist visa prior to arrival.

is that the rule for Western countries too? I remember there used to be visa exemption for 60 days for EU countries.

visa exemption is 30 days. You can extend that in country for a further 30 days.
