Huge amounts of illegal businesses have been operating .

Seen many first hand examples of Russian, Chinese and Indian that were blatantly obvious, but there must be so many that aren’t so obvious.

I think they are better off though, imposing huge fines for operating illegally, and actually actively police it. Even a reporting system would help them

You don’t need help to apply for DTV. So people who are looking for help are prime scamming candidates

You can reapply. But you should make sure you application is fully correct.

They don’t really ask for income, so I’m confused why it would be an issue

Apply in the country you’re in. So you’ll need to go to Cambodia, and apply online at the Cambodian embassy there. Wait until it’s granted, then come back.

Your Cambodian address will simply be the hotel

There is nothing currently written that if you have had one before, you can’t apply for another. But there is also nothing guaranteed either
