Best time is in morning get there 15-20min prior to opening at 8.30 to save you waiting time & ideally not on a Monday or Friday..

How can a tourist open a bank account in Thailand for a Retirement Visa?

You need to go to a bigger branch such as in Central, with passport and certificate of residence. I've opened both Kasikorn & Bangkok bank accounts on a tourist visa in the past, however Bangkok bank didn't give me online access with a tourist visa.

Is it acceptable to show monthly pension deposits for Thai visa requirements instead of having 800,000 THB in a bank account?

Everytime you apply for a 'long' visa every year yes, not so hard though. If you're 60+ many places do a retirement visa without proof of $, hard to say without knowing your full circumstances.

You will need a formal document from your embassy stating what you get monthly OR the whole amount in a Thai bank account with a statement from them.
