Can I apply for a Non-Immigrant 'O' visa based on marriage in Ho Chi Minh City, and what is the application process?

So I'm wanting to apply for the non immigrant 'O' visa based on marriage, I'm in and out of Thailand a few times a year (I'm Australian resident & financials can be provided if required), my questions are; can i do this in Ho chi minh city or only Laos?

Do i apply for the single entry (90 days), then apply for the 1 year multiple entry extention in Thailand? Bit confused as some websites & the embassy in Ho chi minh say i need apply in my home country or country of residence, but older posts here seem to say thats not required. Thanks in advance.

Been to Laos wanted to visit Vietnam and get it done there if possible.

You can apply for the Single Entry Non O visa. You get 90 days on entry and 30 days before last day you can apply for the Extension of Stay at local Immigration. I not see any info on their website that you can not apply for this:
