I have already traveled to Myanmar and Cambodia getting my visa on arrival over land twice this year. This brings me to my next question I would like to cross over back into Thailand by land, Is this possible if I get a 60 day tourist visa and cross over by land if I have he got approved and have the visa from the thai embassy in Vientiane? Thank you anyone for you time and help I would appreciate it.

Yes but to my understanding you can go get a new single entry visa from a thai embassy outside of Thailand and get another 60 days and the another 30 form thai Immigration.

The rule of two land entries in a year only count for 30 day visa exempt entries, not when you're comin' into the country holding a valid visa.
