Updates: Thai Embassy in Malaysia has just opened to application for DTV.

I can answer only your first Question. Thai Embassies in countries neighbouring Thai are not using evisa system. Malaysia is starting to adopt evisa in October, according to their website. Currently, only Vientiane, Jakarta and Phnom Penh are open to DTV application, according to their website. Please email the other Embassies to enquire.

I emailed them as well, they said they received the information only yesterday and they need some time to understand before opening for application. Check with them next week. Currently, in South East Asia only Thai Embassy in Jakarta and Vientiane are accepting DTV application.
