you don't need a certificate of residence anywhere if you have a work permit!

got stung.

Originally two months ago the new head guy said said that they would do it overnight for free. About a month later must have missed the "bonuses", so they went to a free version in two weeks or 1000 baht for the overnight one.

Plan a whole day there. Unless you go at 5am. Definitely taking a cute half Thai baby will get you seen quicker.

I bought a motorbike in Chiang Mai last year. All I had was a green book and matching signed face page of the passport. Nothing else.

Recently I found out you need a power of attorney also. It makes it difficult if the seller is gone!

Seller should not require a certificate of residence! Why would they? Especially if sellers are not in country.
