It seems the CAPTCHA function on the Online reporting page is broken. So whilst online reporting is up, you can't use it because you can't submit without the CAPTCHA function at the bottom.

TLDR : Answer Summary
Users are experiencing issues with the CAPTCHA function on the Online reporting page for immigration in Thailand, preventing submissions. While some report it working on Internet Explorer, others express concerns about the system's reliability and browser compatibility.

I think they decided the online system made it too easy to report, and they feared lost revenues form late reports.
