Been common practice for many years, usually 40 baht or 10k kip or $1

Might want to edit facebook profile which says married with Thai wife and living in Bangkok. Immigration check this sort of thing and can on that basis deny entry as a "tourist".

Cambodian tourist visa = $USD30. 1500 baht is more like $49 so yeah that plus extra 600b, total ripoff.

^^15 days? No, not with METV which gets 60-day entry each time.

Are there any restrictions on the number of times Indian nationals can enter Thailand on a Visa on Arrival?

With Indian passport you can get 15-day visa on arrival. Currently this is free of charge with no set limit on number of times.

Not to be confused with visa-exempt 30-day entry for 51 other nationalities, for which there is a current limit of 2 per calendar year if BY LAND.
