Why has no one in Guangzhou applied for the special tourist visa to Thailand?

If the Thai govement were to open up to Europeans with the promise of a long stay visa with the 14 day quarantine but not all the other hoops and expense I’m sure many would take them up on it. I would sacrifice 14 days and a reasonable expense to have 6 or 7 months in Thailand.
