Be aware that you are exerting energy and knowledge like all of us here to participate in this discussion. Now fortunately I am now overseas, but do you have a work permit for this?
In the last years of browsing various forums and threads I don't recall seeing a report for Medan. What I would say is, it's a Thai Honorary Consulate, and they are the least demanding out of them all. Generally, it's Embassy - more demanding, Consulate - less demanding, Honorary Consulate - easiest. So if I was to take a guess I would expect the experience to be similar to Bali, which is also Honorary.
Just be careful how you calculate the days, because they count the arrival date as well as one day, i.e if you arrive on say April 2nd, you will be granted a permission of stay until April 16th (+14). So the ticket should not be past that date.
For VOA in Suvarnabhumi, they will only check that you have a departing ticket within those 15 days. As you walk to the VOA counter, they will have staff that DO check that, so be prepared.
So like, what's the procedure with this. Can you submit it directly to the IO or how does this work? Will it make them back off in case you actually have the money and they are being abusive trying to use say 12.2 against you?
Thanks for translating that Thai terminology. I am not surprised they word it like that, it's in line with the Thai logic that you are a visitor until you die.
