Not sure why you think you’ll get in in November. And your thought there will be no need for quarantine in November, kind of paints you as being clueless. The only possibility of quarantining not being required over the next year to year and a half will be if Thailand excepts proof of vaccination as immunity.

years between a 5 year elite visa and retirement visa, you’re considering a number of different options. So let’s say in September the government says an elite visa are may help you get in. If you get it for only a five year visa, and you’re counting on doing visa runs, then you are banking that they’ll be no virus at that time that could prevent your reentry. Getting a work visa is unlikely. Educational visa if you’re up to it would be one way to bridge that gap. Or go for the 20 year visa. When and if I return I’ll be getting my retirement visa, I’m not going to count on Visa runs anymore.
Just my luck. I’ll get an elite visa and get on the waiting list, then they’ll open up the country to anybody that has a vaccination which will cost 10 bucks
If you’re renting, perhaps you could try getting your landlord to go to their bank where you could open up a bank account to do direct monthly payments to them. It worked for me
If you leave, realistically earliest would probably be February on a tourist visa. Right now elite visa does nothing for you. If you get proof it changes, you can try.
