You can only get a single entry visa from Manila. Only residents of the Philippines can get a metv in the Philippines.

Is it acceptable to enter Thailand on a 30-day exemption, extend it, and then obtain a tourist visa while showing proof of funds via bank statements?

Banking statements or apps are not accepted.. They may ask to see up to 20,000 baht (or the equivalent ) in cash only. Most of the time, they don't ask for it, but if you cannot produce it when asked, they will send you back to wherever you came from.
