If you know for a fact the condo owner is not filing a TM30 then yes nobody would ever know so why file an unnecessary form?

Your landlord or you must file a TM30 within 24 hours. You must file a TM28 within 30 days of changing address. Both can be done at the same time. Check with your immigration office on what documents they require for you to file yourself. In Bangkok a copy of passport, TM 6 and lease and you can file the TM30 yourself but every office is different.
