Appeal? Easier said than done. My friends current Extension of Stay will expire on April 18... no time to mount an appeal. He will just fly off to get a Tourist Visa.

Does the Thai Consulate in Savannakhet, Laos require an appointment for visas?

Easiest way is fly to Ubon - then a taxi to the bus station... then a bus or van to Mukdahan. At the Mukdahan bus station - take a taxi to the Savannakhet bridge - you have to cross over on a government bus after checking out of Thailand ...

Yes - by all means do as Joost says. Savannakhet Laos is across from Mukdahan, Thailand reachable via Ubon, Khon Kaen or Sakon Nakhon.
