As most other requirements it depends on which Thai Embassy you intend to apply at, so turn you attention to that ( or those ) Embassy only, and forget everything else you read.

DO NOT use a agent, if you can’t research and apply by yourself as you are supposed to do then, you are not prepared to do such a move.

The Thai Government did make the rule about applying outside of Thailand only to prevent corruption by using agents.

First of all you need to be aware that requirements differ from Embassy to Embassy, so only pay attention to the Embassies relevant for you.
