Not all consular officer have this cleareance and at this stage its all depends on the documents you sent. It means what it says, and it could still be denied. Basically, the documents provided are sufficient for them to make a decision, but someone now has to decide whether to issue a visa or not. If I remind correctly, there have been cases where applicants still had to provide further documents after their application had reached this status though.
