You have to look at the Thai e-visa website, because there you have to make the payment. And they only accept Debit and credit VISA or MasterCards. If its not possible for you to get one of these cards then you can apply in Laos. In Vientiane and Savannakhet you pay cash, because they are not connected to the international payment system. No credit card needed there.
