I have personally done it in September 2024 at Thai Consulate General, Penang as soft power medical treatment. There is not much issue.

I submitted Hospital Appointment letter, Visa request letter from hospital.

Kuala Lumpur Thailand Embassy is harder than consulate general of Thailand in Penang or Kota Bahru.
